Connelly Development prepares and submits application packages to appropriate agencies for potential awards of HUD 202, RHS (Rural Housing Service) 515, Federal Tax Credits both 9% and 4%, SC State Tax Credits, Historic Tax Credits, HOME Funds, SC Housing Trust Funds, DMH (Department of Mental Health) Funds, Tax Exempt Bond Funds, and AHP Funds. Coordinate and facilitate construction financing and sale of tax credits through third party sources. Responsible for preparing development budgets, rent schedules and financial proformas for 9% tax Credit developments. Coordinated with architects and engineers in all aspects of the design process. Prepared prime contracts between owner and developer. Coordinated preconstruction and prelending meetings between the Owner, General Contractor, Local and Federal Agencies. Specifying products for incorporation in jobs. Coordinated with management companies on initial lease up procedures, banking accounts, setup and maintenance of budgets. Performed annual maintenance inspections and coordinated repair work and requests to federal agencies for release of maintenance funds.

Connelly Builders is a full service general contracting firm with experience in building and renovating residential and commercial projects from sitework to finishes. We provide initial and detailed cost breakdowns, negotiations with Sub-Contractors, purchasing of all materials, reviewing plans for inconsistencies, supervising plan design,  and supervision of construction of all projects periodically throughout construction. We have experience in building developments and their reporting requirements that  utilize various financing structures such as  HUD 202, RHS (Rural Housing Service) 515, Federal Tax Credits both 9% and 4%, SC State Tax credits, Historic Tax Credits, HOME Funds, AHP Funds, SC Housing Trust Funds, Tax Exempt Bond Funds, and DMH (Department of Mental Health) Funds. We carry an Unlimited General Contracting License in South Carolina and North Carolina and also can do work in Georgia and Tennessee under recipricol agreements. Development

Bill Chamblin

Development Director

Bill works with other Development staff in the preparation of residential development proposals. He interacts with Bank Officers and Equity Partners to devise a financial package for funded transactions evaluating development costs and various financial structure alternatives. He is primarily charged with evaluating financial projections and reviewing loan commitments, loan documents, partnership agreements, and other development documents for accuracy/consistency to ensure long term development feasibility. He works with other Development staff in identifying potential site locations, in their interactions with Land Owner’s negotiating land purchases, government officials to gain necessary approvals, engineers/architects in designing building configuration and site layout, and construction personnel to address development cost issues. He works closely with property management in reviewing monthly financial activity, staffing, marketing strategies, and other issues related to the asset management of the properties. 

Laura Nicholson

Development Coordinator

Laura has over 35 years of experience in the administration of state and federal affordable housing programs.  Over the years she has worked for both City and State Governments serving in the following capacities, Finance Manager, Program Manager and Development Director.  At Connelly Development she successfully navigates and analyzes the various rules and regulations of multiple state and federal funding programs in order to prepare funding applications for multifamily developments.  Once developments are funded she coordinates contracts with third party vendors for services and reports; assists in the financial closing of awarded  developments with lenders, syndicators and attorneys; manages and tracks awarded developments to ensure program and construction deadlines are met; prepares monthly, quarterly and annual reports on development status. 

James Norman

Development Coordinator

James is responsible for identifying and acquiring land for future developments. His duties include, working closely with realtors, drafting real estate contracts, interacting with state and local government officials on policies and ordinances within each municipality, attend and present information at City Council and Planning Commission meetings for proposed developments. He also coordinates with the development team in putting together applications for funding for affordable housing in North and South Carolina.

Field Goodlett

Development Coordinator

Field works closely with the whole development team. He works with James and many realtors to find suitable properties, negotiate and draft contracts. Field coordinates with all members of the development team to assist in putting together applications for both North and South Carolina. He contacts local government officials to get documents needed and contacts planning and zoning commissions to ensure that the property will suit our development needs. Field works with Kevin to assist in day-to-day operations and also works with Bill to assist in spreadsheets and financial statements. 

Construction

Tom Gaherty 

Director of Construction

Tom has been with Connelly Builders over 25 years and has more than 35 years of multifamily construction experience in SC, NC, GA, VA and FL. His responsibilities include overseeing construction management of all projects including procurement and contract administration. He also assists the development staff and clients with potential development designs and preliminary budgets.

Faith Alexander

Construction Coordinator

Faith has over 17 years of experience in the construction industry.  She Provides support to the Director of Construction, and construction management team.  Prepares contracts, change orders, permit applications, and warranty books.  Keeps up with the latest sets of plans for each job.  Assist with project guides, reviews, and project invoices, as needed.  Communications with municipalities, consultants, subcontractors, and vendors, to ensure construction projects are accomplished in a timely manner.

Darren Richmond

Estimating/Procurement Manager

Darren Richmond is a 22 year employee of Connelly Builders, Inc. He heads up the Estimating and Procurement Department. His pre-construction responsibilities include conceptual budgeting and advisement, plan review, design coordination, RFIs, estimating, bid preparation, negotiating pricing, purchasing, and contracting. Duties during construction include coordinating with the construction staff on material and subcontract management and to provide forecasting and profitability reporting.

Russell English

Project Manager

In Russell's 28 years in the construction industry, he has built projects ranging from single family homes to industrial manufacturing facilities. At Connelly, Russell oversee's multiple multi-family projects throughout the Carolinas. On these projects, he is involved in everything from building construction schedules to project close out. Russell has multiple job duties that include overseeing subcontractor contract compliance, managing on site superintendents, change orders and ensuring that schedules are being met. The challenges that Russell faces in the construction industry are part of what makes this job challenging as well as rewarding for him.

Glenn Harman

Facilities Manager

A 34 year veteran of the transportation industry and lifelong farmer, Glenn and his team are responsible for working with the Construction and Development divisions to coordinate and complete the maintenance, repair, improvement, and regulatory compliance of all properties.
